1. In a mixing bowl, combine the chopped parsley, cilantro, dill, and chives. 2. Beat the egg lightly and add it to the herbs. 3. Gradually add the flour, salt, and black pepper to the herb mixture, stirring until a thick batter forms. 4. Heat vegetable oil in a non-stick skillet over medium heat. 5. Using a spoon, scoop about 2 tablespoons of the batter and gently place it into the hot oil, flattening slightly to form fritters. 6.
