Steps
1. In a bowl, mix ricotta cheese, chopped scallions, soy sauce, and white pepper until well combined.
2. Place one dumpling wrapper on a clean surface and spoon about 1 tsp of the cheese mixture into the center.
3. Moisten the edges of the wrapper with water, fold in half, and press to seal tightly, creating pleats if desired.
4. Repeat with the remaining wrappers and filling.
5. Heat vegetable oil in a non-stick pan over medium heat.
6. Place dumplings in the pan and cook until the bottoms are golden brown, about 2-3 minutes.
7. Add 1/4 cup water to the pan, cover immediately, and steam for 5 minutes until wrappers are tender and filling is heated through.
8. Remove lid and cook for another minute to crisp the bottoms again.
9. Serve hot with soy sauce or chili oil for dipping.
