Steps
1. In a saucepan, heat the heavy cream, whole milk, and sugar over medium heat until sugar dissolves.
2. Remove from heat and stir in vanilla extract, cayenne pepper, cinnamon, and chili powder.
3. Pour the mixture into a container and let it cool in the refrigerator for at least 4 hours.
4. Churn the cold mixture in an ice cream maker according to the manufacturer's instructions.
5. Transfer the churned ice cream to a container and freeze for 2-3 hours before serving.
