Steps

1. Steam the broccoli florets until tender, then chop finely. 2. In a bowl, mix the chopped broccoli with shredded cheddar cheese, salt, and pepper. 3. Lay one spring roll wrapper on a clean surface. Place about 2 tablespoons of the broccoli-cheese filling near one corner. 4. Fold the corner over the filling, then fold in the sides and roll tightly. Seal the edge with a little water. 5. Repeat with remaining wrappers and filling. 6. Heat olive oil in a pan over medium heat. 7. Fry the spring rolls until golden brown and crispy on all sides, about 2-3 minutes per side. 8. In a small bowl, mix all dipping sauce ingredients until well combined. 9. Serve the hot spring rolls with the tangy soy dipping sauce.
