Steps

1. Heat oil in a pot over medium heat. Add beef cubes and brown on all sides. 2. Add chopped tomato, diced potato, and sliced carrot to the pot. Stir and cook for 3 minutes. 3. Pour in the beef broth or water, add salt, pepper, and herbs. Bring to a boil, then reduce heat and simmer for 30 minutes until beef is tender. 4. In a small bowl, mix rice flour with water and a pinch of salt to form a smooth batter. 5. Drop small spoonfuls of the rice flour batter into the simmering stew to make dumplings. 6. Cover and cook for an additional 10 minutes until dumplings are cooked through and fluffy. 7. Taste and adjust seasoning if needed. Serve hot.
