Steps

1. Combine bulgur wheat and cold water in a small saucepan; season with a pinch of salt. 2. Bring to a boil, then cover and remove from heat. Let it sit for 15 minutes until water is absorbed. 3. Uncover and allow bulgur to cool completely. 4. In a large bowl, combine chopped mint, celery, olive oil, lemon juice, parsley, tomato, and scallions. 5. Add the cooled bulgur to the bowl and toss everything gently but thoroughly. 6. Season with freshly ground pepper to taste. 7. Chill for 10 minutes before serving for best flavor.
