Steps
1. Rinse the rolled oats and barley under cold water.
2. In a small pot, heat olive oil over medium heat.
3. Add chopped carrot and potato, sauté for 3-4 minutes until slightly softened.
4. Add the oats and barley, stirring to combine.
5. Pour in the vegetable broth and bring to a boil.
6. Reduce heat and simmer, stirring occasionally, until grains and vegetables are tender and the mixture thickens, about 20 minutes.
7. Season with salt, pepper, and smoked paprika.
8. Serve hot, garnished with fresh parsley.
