Steps

1. Rinse the basmati rice under cold water until the water runs clear. 2. In a pan, heat oil and add cumin seeds. 3. Add chopped onions and sauté until translucent. 4. Stir in bell pepper, green peas, turmeric, chili powder, garam masala, and salt. 5. Add the rinsed rice and sauté for 2 minutes. 6. Add 1 cup of water and bring to a boil. 7. Reduce heat, cover, and simmer for 15-20 minutes until the rice is cooked. 8. Fluff the rice with a fork, garnish with fresh cilantro, and serve hot.
