Steps
1. Rinse the Basmati rice until the water runs clear.
2. In a pan, sauté onions until translucent.
3. Add carrots, potatoes, and tomatoes. Cook until vegetables are slightly tender.
4. Add the spices and rice, stir to combine.
5. Add water, bring to a boil, then lower heat, cover, and simmer until rice is cooked.
6. Garnish with fresh cilantro before serving.
