Steps
1. Preheat the oven to 350°F (175°C) and line a muffin tin with a paper liner.
2. In a mixing bowl, combine the flour, cocoa powder, sugar, baking powder, baking soda, and salt.
3. In another bowl, mix the milk, vanilla extract, and vegetable oil.
4. Pour the wet ingredients into the dry ingredients and stir until just combined.
5. Gently fold in the chocolate chips.
6. Divide the batter evenly into the muffin tin.
7. Bake for 15-20 minutes or until a toothpick inserted comes out clean.
8. Allow to cool for a few minutes before enjoying.
