Steps

1. Rinse the rice under cold water until the water runs clear. Drain and set aside. 2. Heat the vegetable oil in a large saucepan over medium heat. Add the cumin seeds and cook until they start to splutter. 3. Add the minced garlic to the pan and sauté for a minute until fragrant. 4. Add the rinsed rice to the pan and stir well to coat it with the garlic and oil. 5. Sprinkle in the turmeric powder, salt, and black pepper. Stir to combine. 6. Pour in the water and bring to a boil. Reduce the heat to low, cover the pan, and simmer for about 15-20 minutes or until the rice is tender and the water is absorbed. 7. Remove the pan from heat and let it sit, covered, for 5 minutes. 8. Fluff the rice with a fork and garnish with fresh cilantro. Serve hot.
