Steps

1. Cook the pasta according to package instructions. Drain and set aside. 2. In a large pan, heat the vegetable oil over medium heat. Add the onions and sauté until they become translucent. 3. Add the minced garlic and diced potatoes to the pan. Cook for about 5 minutes, stirring occasionally, until the potatoes start to soften. 4. Pour in the milk and bring to a simmer. Reduce the heat to low and let it cook for another 10 minutes, or until the potatoes are cooked through and the sauce thickens slightly. 5. Season with salt and pepper to taste. 6. Add the cooked pasta to the pan and mix well, ensuring the pasta is coated with the creamy sauce. 7. Garnish with fresh cilantro and serve hot.
