Steps
1. Heat olive oil in a pan over medium heat.
2. Sauté onions, mushrooms, and bell peppers until softened.
3. Add rolled oats and stir for a minute to toast them slightly.
4. Pour in vegetable broth and bring to a boil. Reduce heat and simmer for 5 minutes until oats are cooked and creamy.
5. Stir in garlic powder, paprika, salt, and pepper.
6. Add black beans and cherry tomatoes, cook for an additional 2 minutes.
7. Remove from heat and garnish with fresh cilantro.
