Steps

1. Preheat the oven to 350°F (175°C). 2. In a bowl, cream together the softened butter, honey, and sugar until smooth. 3. In another bowl, mix the flour, rolled oats, cinnamon, baking powder, and salt. 4. Gradually add the dry ingredients to the wet mixture, stirring to combine. 5. If the dough is too dry, add milk one teaspoon at a time until it holds together. 6. Shape the dough into small cookie rounds and place them on a baking sheet lined with parchment paper. 7. Flatten each slightly with the back of a spoon. 8. Bake for 10-12 minutes or until the edges are golden. 9. Let cool on the baking sheet for 5 minutes before transferring to a wire rack to cool completely.
