Steps
1. Rinse the jasmine rice under cold water until the water runs clear. Cook it according to package instructions.
2. Heat vegetable oil in a pan over medium-high heat. Add minced garlic and sauté for 30 seconds.
3. Add the sliced beef, season with salt and pepper, and stir-fry until browned, about 3-4 minutes.
4. Add the red bell pepper and broccoli, stir-frying for an additional 2-3 minutes until vegetables are tender but crisp.
5. Stir in soy sauce and chili paste, cooking for another minute until everything is well-coated and heated through.
6. Serve the spicy beef stir-fry over a bed of jasmine rice and garnish with fresh cilantro.
