Steps
1. In a bowl, mix flour, butter, and salt until crumbly. Gradually add cold water until dough forms. Chill for 30 minutes.
2. In a skillet, sauté onion, garlic, and bell pepper until soft. Add ground beef, cumin, salt, and pepper. Cook until beef is browned. Let cool.
3. Preheat the oven to 375°F (190°C).
4. Roll out the dough and cut into circles. Place a spoonful of the beef filling in the center of each circle.
5. Fold the dough over and crimp the edges to seal. Brush with beaten egg.
6. Bake for 20-25 minutes or until golden brown.
