Steps
1. In a small bowl, whisk together soy sauce, oyster sauce, cornstarch, salt, and pepper.
2. Heat vegetable oil in a large skillet or wok over medium-high heat.
3. Add minced garlic and sliced onion, and sauté until fragrant and slightly caramelized.
4. Add beef strips to the skillet and cook until browned and cooked through.
5. Add bell pepper and carrot, and stir-fry for another 2-3 minutes until the vegetables are tender-crisp.
6. Pour the sauce mixture over the beef and vegetables, and stir well to coat everything evenly.
7. Cook for an additional minute until the sauce thickens.
8. Serve the beef and vegetable stir-fry over a bed of cooked rice.
