In a bowl, combine the flour, baking powder, baking soda, salt, cornmeal and sugar. In a separate bowl, whisk together the milk, egg and butter. Slowly combine the wet mixture with the dry mixture, stirring evenly. Heat the oil in a large skillet over medium heat. Cut each hot dog into thirds and dip into the batter, coating all sides evenly.
