1. Heat sesame oil in a wok over medium heat. 2. Add garlic and ginger and stir-fry for 30 seconds. 3. Add bell pepper strips and stir-fry for 2 minutes. 4. Add the crab meat and stir-fry for an additional 2 minutes. 5. Combine the fish sauce, vinegar, soy sauce, and sugar. 6. Pour over the crab and vegetables and stir-fry for 2-3 minutes. 7. Sprinkle with scallions and serve.
