Steps

1. Mix soy sauce, hoisin sauce, and brown sugar in a small bowl to create the sauce. 2. Heat vegetable oil in a pan over medium-high heat. 3. Add minced garlic and grated ginger; sauté for 30 seconds until fragrant. 4. Add the sliced beef and stir-fry until browned, about 3-4 minutes. 5. Pour the sauce over the beef and cook for another 2 minutes until the sauce thickens. 6. Stir in chopped green onions and red pepper flakes if using. 7. Serve hot over cooked rice.
