Steps

1. Preheat your oven to 375°F (190°C). 2. In a small saucepan, combine quinoa and vegetable broth or water. Bring to a boil, then reduce heat to low, cover, and simmer for 15 minutes or until quinoa is fluffy and liquid is absorbed. 3. While the quinoa cooks, slice the top off the bell pepper and remove the seeds. Set aside. 4. In a mixing bowl, combine cooked quinoa, chopped spinach, olive oil, garlic powder, onion powder, salt, and pepper. Mix well. 5. Stuff the bell pepper with the quinoa-spinach mixture and place it upright in a baking dish. 6. If using, sprinkle the top with grated Parmesan cheese. 7. Bake in the preheated oven for 25-30 minutes, or until the pepper is tender and slightly charred. 8. Serve hot and enjoy your healthy meal!
