Steps

1. Rinse the rice under cold water until the water runs clear. 2. In a small pot, heat the olive oil over medium heat. 3. Add the rinsed rice to the pot and toast it for about 2 minutes, stirring frequently. 4. Pour in the water and add the salt, black pepper, and paprika. 5. Bring the mixture to a boil, then reduce the heat to low and cover. 6. Cook for 15-20 minutes, or until the rice is tender and the water is absorbed. 7. Remove from heat and let it sit covered for 5 minutes. 8. Fluff with a fork and garnish with fresh herbs if desired.
