Steps

1. Rinse the rice under cold water until the water runs clear, then drain. 2. In a small pot, heat the olive oil over medium heat. 3. Add the rice and toast it for 2-3 minutes until lightly golden. 4. Stir in the chili powder, cumin, garlic powder, and salt. 5. Add 2 cups of water and bring to a boil. 6. Once boiling, reduce the heat to low, cover, and simmer for 15-20 minutes or until the rice is cooked. 7. In the last 5 minutes of cooking, add the diced bell peppers and corn to the pot. 8. Once done, fluff the rice with a fork and garnish with fresh cilantro before serving.
