Steps

1. Rinse quinoa under cold water and drain. 2. In a small pot, combine quinoa and vegetable broth. Bring to a boil, then reduce heat, cover, and simmer for about 15 minutes until water is absorbed. 3. In a skillet, heat a splash of olive oil over medium heat. Add minced garlic and sauté for 1 minute until fragrant. 4. Stir in diced bell pepper and tomatoes, cooking for another 3-4 minutes until softened. 5. Add the cooked black beans, cumin, chili powder, salt, and pepper to the skillet. Stir well and cook for an additional 2-3 minutes until heated through. 6. Fluff the cooked quinoa with a fork and divide it into a bowl. 7. Top the quinoa with the bean and vegetable mixture, then add avocado slices and garnish with fresh cilantro if desired.
