Steps
1. Mash the boiled potato until smooth and let it cool.
2. In a bowl, combine ground lamb, mashed potato, minced garlic, chopped green onion, salt, and black pepper. Mix well.
3. Slowly add water to the flour, kneading until smooth and elastic dough forms. Cover and rest for 15 minutes.
4. Roll out the dough into a thin sheet and cut into small circles (~7cm diameter).
5. Place a spoonful of lamb-potato filling onto each circle.
6. Fold the dough over the filling and pinch the edges to seal, forming half-moon shaped dumplings.
7. Lightly oil a steamer basket and arrange dumplings, making sure they don't touch.
8. Steam over boiling water for 15 minutes until the dough is cooked and filling is tender.
9. Serve hot, optionally with a dipping sauce of soy sauce and chili oil.
