In a small saucepan, bring the water to a boil. Add the dried rose petals and black tea leaves to the boiling water. Reduce the heat and let it simmer for 5 minutes, allowing the flavors to infuse. Strain the tea mixture into a cup, discarding the solids. In the same saucepan, heat the milk until steaming but not boiling. Add the sugar or honey to the milk and stir until dissolved. Pour the sweetened milk into the cup with the rose tea mixture. Garnish with a few extra rose petals and serve warm.
