Preheat your oven to 375°F (190°C).
Cut the top off the bell pepper and remove the seeds.
In a pan, heat olive oil over medium heat and sauté the garlic until fragrant.
Add the chopped spinach and cook until wilted.
In a bowl, mix the cooked quinoa, spinach, black beans, diced tomatoes, cumin, salt, and pepper.
Stuff the mixture into the bell pepper and top with cheese if desired.
