Steps
1. Heat olive oil in a skillet over medium heat.
2. Add the cubed beef, season with salt and pepper, and cook until browned (about 5-7 minutes).
3. Stir in the minced garlic and sliced carrots, cooking for another 3-4 minutes until the carrots are tender.
4. Add the canned beans (drained and rinsed) and stir to combine.
5. In a separate pot, bring 1 cup of water or beef broth to a boil. Add the rice, cover, and reduce heat to low. Cook for 15 minutes or until the rice is fluffy and water is absorbed.
6. Serve the beef and bean mixture over the rice, and garnish with chopped parsley if desired.
