Steps
1. Soak the glass noodles in hot water for 5-7 minutes until softened, then drain and rinse with cold water.
2. In a bowl, combine the glass noodles, shrimp, shredded carrots, cucumber, red bell pepper, and cilantro.
3. In a separate small bowl, whisk together lime juice, fish sauce, chili flakes, and salt.
