Steps
1. In a bowl, combine chicken, soy sauce, rice vinegar, sesame oil, cornstarch, salt, and pepper. Marinate for 15 minutes.
2. Heat a pan over medium-high heat and add a bit of oil.
3. Add garlic and ginger, sauté for 30 seconds until fragrant.
4. Add marinated chicken and cook until browned and cooked through, about 5-7 minutes.
5. Add bell pepper and cook for an additional 2-3 minutes.
6. Stir in peanuts and red pepper flakes, cooking for another minute.
7. Garnish with chopped green onions and serve hot.
