Steps
1. Rinse quinoa under cold water. In a small pot, bring 2/3 cup water to a boil. Add quinoa, reduce heat, cover and simmer for 15 minutes or until water is absorbed. Remove from heat and fluff with a fork.
2. While quinoa cooks, heat olive oil in a small skillet over medium heat. Add onion and garlic, sauté until translucent.
3. Add diced tomatoes, chili powder, cumin, salt, and pepper. Cook for 5 minutes until sauce thickens slightly.
4. Stir in cooked black beans and cook until heated through, about 3 minutes.
5. Serve the bean mixture over the quinoa. Drizzle with lime juice and garnish with fresh cilantro if desired.
