Preheat your oven to 375°F (190°C).
Slice the top off the bell pepper and remove the seeds.
In a bowl, mix cooked quinoa, black beans, diced tomatoes, cumin, chili powder, salt, and pepper.
Stuff the mixture into the bell pepper and place it in a baking dish.
Drizzle olive oil over the stuffed pepper and top with cheese if desired.
Bake for 25-30 minutes, or until the pepper is tender.
