Steps
1. Heat the olive oil in a large skillet over medium-high heat.
add the garlic and sauté for 30 seconds until fragrant.
2. Add the octopus and cook for 2 minutes.
3. Add the tomatoes, fennel, saffron, salt and pepper.
4. Sauté for about 5 more minutes until the octopus is cooked through and the fennel is tender.
