1. Marinate chicken thigh in soy sauce and vinegar for 30 minutes. 2. Heat oil in a pan and sauté garlic until fragrant. 3. Add marinated chicken thigh and cook until browned. 4. Pour in water, add bay leaf, peppercorns, and red chili. 5. Simmer for 30 minutes until chicken is tender. 6. Serve hot with rice.
