
Steps
- Bring a large pot of water to a boil. Add the rice vermicelli and cook for 3 to 4 minutes, stirring occasionally, until al dente. Drain and rinse under cold water.
- Heat the vegetable oil in a large skillet over medium heat. Add the garlic and cook for 1 minute.
- Add the carrots, bean sprouts, and green onions and cook for 2 minutes.
- Add the cooked vermicelli, cilantro, hoisin sauce, soy sauce, rice vinegar, sesame oil, black pepper, and red pepper flakes. Stir to combine and cook for 2 minutes.
- Serve immediately.
