- In a bowl, mix khoya, all-purpose flour, cocoa powder, sugar, and baking soda.
- Add milk gradually to form a smooth dough.
- Divide the dough into small balls, ensuring each is smooth without cracks.
- In a saucepan, combine sugar and water to make the syrup; boil until sugar dissolves, then add rose water and cardamom powder.
- Heat oil in a pan for frying. Once hot, gently add the balls.
- Fry until golden brown, then drain and soak in the syrup for at least 30 minutes.
- Serve warm or at room temperature, garnished with nuts if desired.
